LeGarrette Blount to be Reinstated?

Rumors are surfacing tonight that Chip Kelly will address the media tomorrow about RB LeGarrette Blount's future with the team. It appears that Blount might be reinstated within the next 3 to 5 weeks.

Does Blount deserve a second chance?
